Removing oil seal holders is not an easy job in most cases. The tangs on the tool are very small, as are the corresponding slots in the forks, so firstly make sure they are located properly and make sure it’s firm by tapping the tool in. Heat can help loosen things up, but can obviously damage the paint. Good luck!
